    mobile learning is the use of mobile technologies in the classroom, and I think the method about learning is the same way about course plan. first Learning goals Defined, second, M-learning objects defined; you must decide the projects size, because mobile-learning depend the bandwidth size, then student’s device selected ,content created and Budget allocated and timefram decide are very importent.
    the model is very like ADDIE model, so I think we can not to think about student’s device limited; if we have good content about the course , you need to consider everyone has a motion to promote his learning, else the mobile learning just the browser reader for student. I think when you create the content, you need to design the assesment about the content for test. and you can allocate the data about learning effect
